START
Find the starting point
We read technical and organisational maturity together, what the platform can carry and what the roles, processes and ways of working around it are. This helps us place the organisation in the correct maturity phase, and everything after it is designed for that phase.

Designing the end state before knowing which phase the organisation is in.
PILOT
Make it work
One domain, one compelling use case, one small team where people hold several roles at once. A business sponsor with a mandate takes ownership, and we set a baseline so the improvement we work on has a number to be measured against.
Watch out for:
A sponsor who has the mandate but not the time.
STABILIZE
Make it right
A second and third use case, preferably in another domain, to find where the boundaries actually sit. Roles get named, the platform team separates out, and the processes that proved themselves get written down. We borrow from the IT processes that already work.
Watch out for:
Formalising governance before repeatability is proven.
SCALE
Make it scale
Domains get owners, people and budgets. We settle what stays central and what moves out, how standards hold across a decentralised organisation, and which parts of governance can be automated rather than written into a policy document.
Watch out for
Treating this as a structural change when most of it is change management.
